The Office of Foods is implementing a risk-informed decision making system
that will permeate through all levels of food safety management in the FDA
Foods Program.  The risk-informed decision making system will help the FDA
Foods Program to identify priorities, allocate resources, design
interventions, evaluate performance, and continuously improve these decisions
in terms of public health impact.  The ability to understand the available
data, apply it appropriately to risk issues, assess data gaps, and identify
new data sources all are at the core of a risk-based decision-making system.
Further, a fundamental element in implementing this system is the ability to
translate FDA activities to measureable outcomes via the development of
performance metrics that will be linked to public health impacts.  Collecting
and analyzing data to support performance metrics, in addition to managing
and analyzing other data flows, is a key challenge in implementing the
risk-informed decision making system.
The participant shall provide support for the collection, analysis and
management of data related to food safety risks and, in particular,
performance metrics data associated FDA regulatory activities.  The tasks
will include, but not be limited to, the following:
• Provide a central awareness of all databases at FDA and elsewhere that
could provide risk information;
• Perform data mining of relevant food safety databases
• Collect, analyze and interpret performance metrics data to determine
whether programs are achieving desired public health objectives;
• Implement continuous evaluation and measurement of data efforts and
recommend refinements to improve risk-based decision making processes.
• Provide and assist in the analysis of data as requested to support Foods
Program decision making;
• Interact with risk assessment staff in each Center and at other federal
agencies on data issues.
This program, administered by ORAU through its contract with the U.S.
Department of Energy to manage the Oak Ridge Institute for Science and
Education, was established through an interagency agreement between DOE and
FDA.  The initial appointment is for one year, but may be renewed upon the
recommendation of FDA and contingent on the availability of funding.  The
participant will receive a monthly stipend commensurate with educational
level and experience. Proof of health insurance is required for participation
in this program. The appointment is full-time at FDA in the Silver Spring,
Maryland, area. Participants do not become employees of FDA or the program
administrator, and there are no fringe benefits paid.  The desired
appointment start date is 10/01/2015.
Qualifications:
• Bachelor’s degree in statistics, mathematics, or computer science,  or
demonstrated experience in these fields;
• Master’s degree in the above fields;
