NOAA NWS Integrated Dissemination Program (IDP)

The UCAR Visiting Scientist Programs, in cooperation with NOAA’s National
Ocean Service (NOS)/Coast Survey Development Laboratory (CSDL), is seeking
applications for an Software Engineer/Programmer II to support the NOAA
Integrated Dissemination Program (IDP) nowCOAST migration project.
This project consists of migrating the new version of NOAA’s nowCOAST GIS
web mapping portal (Ver. 5.0) presently running in the NOS/OCS 5 x 8 IT
environment to the NOAA IDP GIS infrastructure to provide operational 24 x 7
high reliability for nowCOAST users. This position is located in the NOAA NWS
National Center for Environmental Prediction (NCEP), Central Operations (NCO)
in College Park, MD.
The successful candidate will Implement the NOS/OCS’ nowCOAST in the NOAA
Integrated Dissemination Program (IDP) hosting facilities in College Park, MD
and Boulder, CO. This will involve developing procedures, writing
Python-based scripts to automate administrative GIS tasks, troubleshooting
and extending existing Python-based data processing scripts, and optimizing
map service usability and performance.
This candidate will also:
• Maintain the NOS/OCS’ nowCOAST in the NOAA Integrated Dissemination
Program (IDP) hosting facilities. Maintenance will involve restoring
nowCOAST’s map services and/or map viewer back to normal operations
following unplanned outages and will require on-call technical response
during non-business hours. Involved in implementing future upgrades of
nowCOAST into operations.
• Migrate and maintain other NOS/OCS applications in the IDP hosting
facilities and assisting NWS in the operation of their GIS map services.
• Test and evaluate of GIS off-the-shelf software, open source, and
in-house developed GIS software in coordination with the nowCOAST development
team.
• Develop expertise in various GIS packages, associated database
technologies, and NOAA’s real-time Operational spatial data sets.
This employee will receive supervision and guidance by the lead National
Oceanic Atmospheric Administration (NOAA)/National Ocean Service (NOS)/Coast
Survey Development Lab (CSDL) nowCOAST project manager and lead developer.
The employee will work individually and as a team member on projects as
assigned by the team leader. Consults with supervision and/or management
concerning unusual problems and developments. Requires use of appropriate
software engineering analysis and design techniques while exploring new
approaches to routine problems.
Knowledge, Skills & Abilities
• Experience in the implementation, monitoring, and troubleshooting of
applications in an operational Linux environment
• Strong knowledge and experience in computer programming and debugging,
database management, information systems, and Web applications and
development.
• Familiarity with the implementation and maintenance of GIS map services
• Experience with the manipulation of spatial data sets (e.g.
meteorological and oceanographic data, imagery, and forecasts) in various
formats (e.g. Shapefiles, GeoTIFF, NetCDF, GRIB2, BUFR).
Education & experience
Bachelor of Science in Computer Science or Information Technology with 4-6
years of experience or equivalent education (e.g. Master’s Degree)
preferred.
A Bachelor of Science in a related field such as Meteorology or Atmospheric
Sciences with computer science course work, experience and skills will be
considered.
Other requirements:
2 or more years of experience with several of the following software
applications related to processing and display of geospatial data:
• GIS Software – ArcGIS Desktop and Server, FME, GDAL/OGR
• Databases –ArcSDE, PostgreSQL with PostGIS extension
• Languages/Technologies – Python, JavaScript, Java, Subversion, Apache,
Tomcat
Employees of the University Corporation for Atmospheric Research (UCAR) and
